Born in Bombay, priest of the Anglican Church, lector of political and economical sciences at the university of Oxford (1924), he is mainly known for his History of Medieval Poltical Theory in the West (1903-36), a wide and rich panorama of medieval political thought, written in collaboration with his brother R. Warrand.
