William Flanagan, Associate Professor at Queen's University, Kingston, Ontario, part-time Vice-Chair of the Workers' Compensation Appeals Tribunal, the author of articles on AIDS-related legal issues, a former Director and Chair of the Board of Directors of the AIDS Committee of Toronto (ACT), and a project director of the Canada AIDS Russia Project (CARP), which funds a community based AIDS Service Organization in St. Petersburgh, Russia.
Three times a year, a group of Canadian doctors, nurses, and community workers fly out to work with Russian doctors and AIDS activists, sharing knowledge they've gained fighting HIV in Canada, in order to avoid an outbreak of an epidemic of AIDS in Russia.
