A native of Boston, Massachusetts of Barbadian heritage, he holds a bachelor's degree in English from Vassar College in Poughkeepsie, New York. His GLBT activism began in the late 1980's while he was still in college, both on campus and as a volunteer for Gay Men's Health Crisis in New York City.

In 1995, Headley served as executive assistant and media liaison to the Mayor of Cambridge, Massachusetts. Headley left USCM for a brief period in 1998 to serve as executive director of the National Black Lesbian and Gay Leadership Forum (NBLGLF). After returning to USCM he remained active in NBLGLF, serving for a time as a member of its board of directors.

In 1998 and 1999, he served as the organization's key lobbyist on health and human services issues, and prior to that served as a senior staff associate and publications manager with the organization's Health Programs department, working principally on HIV/AIDS and breast cancer issues.

From 1999 to 2001, he served as director of public affairs for the organization, responsible primarily for working with national and international media to promote the programs and policies of the nation's 1,200 cities with populations over 30,000.

Headley joins NGLTF after a turn as campaign manager for the successful 2001 re-election effort of openly gay African-American City Councilor Kenneth E. Reeves in Cambridge, Massachusetts. Prior to that he spent six years on the staff of The United States Conference of Mayors (USCM) in Washington, DC, as lgbt advocate.

Jubi Headley joined the National Gay and Lesbian Task Force (NGLTF) staff as director of communications, in 2002.

In his new position, Headley will serve as a principal spokesperson for NGLTF, working with local, state and national media to promote greater awareness of the organization's programs, policies, and goals, and to enhance its reputation as a leading national voice for gay, lesbian, bisexual and transgender people.
