Penelope was born at Jackson Memorial Hospital in Miami, Florida. She completed her BA at the City University of New York in 1966 after having been kicked out of Florida State University and the University of Miami, because of her lesbianism.

She then went on to do her PhD at the University of Texas at Austin, conpleting it in 1971. She taught in universities for twenty years before settling down to a life of writing in Massachusetts. She lists as her hobbies cooking, gardening, weight-lifting, and rock hunting.
